PURPOSE OF THE JOB:

The Team Leader- Gender and Transitional Justice (GTJ) is responsible for the effective leadership and management of the GTJ Team. The position is responsible for leading in the direction, implementation and MEL of the GTJ programme. The Team Leader- GTJ monitors all GTJ project and programme budgets and ensures full compliance to donor requirements. The position also interacts with FWRM partners, members, donors and other stakeholders.

KEY RESULT AREAS:

1. Programme Implementation, Monitoring and Infrastructure:

• Plan, coordinate, oversee and implement programmes for the organisation in collaboration with the programme staff and Programme Director (PD) and ensure that they align with the overall mission and objectives of the programme.

• Monitor and evaluate all projects through weekly reports and monthly one on one meetings when needed.

• Write and maintain quarterly and yearly reports on programme progress.

• Institute new projects and develop innovative management, educational and/or on ground techniques.

• Review, monitor and evaluate programmes and provide feedback as needed including develop programme review, monitoring and evaluation mechanisms.

• Establish policies, procedures and safety guidelines for all programmes.

• Contribute to mid-year, annual and long-term strategic planning of the organisation.

• Report and discuss programme status and activity schedule plans as well as challenges with the PD on a regular basis (at least once a month or as planned and needed).

• Ensure reporting on all programme activities is carried out in a timely and accurate way.

• Ensure donor reports are prepared in a timely and accurate way compliant with contractual obligations and in liaison with the Finance and Admin Team Leader.

• Liaise with, and provide appropriate coordination and guidance to any consultants, other organisation programme/project officers related to outputs of the programmes.

• Troubleshoot on any problems that arise, consulting the PD and other staff as needed.

• Gather regular feedback from Programme Officers and address any concerns and facilitate resource needs.

2. Programme Related Human Resources Management

• Ensure that the GTJ Programme has adequate human resources for the effective and efficient implementation of the programme. Recruit, hire, and provide training and supervision of staff and volunteers in liaison with the Programme Director.

• Co-implement (with PD) a performance monitoring and review process for GTJ programme staff, which includes monitoring the performance of GTJ staff on an on-going basis and conducting an annual performance review.

• Ensure that staff and volunteers have adequate supervision and mentoring to ensure safe and competent delivery of programme work required.

• Maintain open communication lines among staff, volunteers and participants at GTJ events.

3. Programme Related Administration and Financial Management:

• Maintain programme expenditures within budgeted parameters with relevant projects for GTJ Programme.

• Maintain relationships with funding partners regarding day-to-day implementation of GTJ funded activities.

• Ensure that programme, client, donor and volunteer files are securely stored and privacy/confidentiality is maintained.

• Apprise the PD of programmes and project status in monthly meetings and otherwise as needed.

• When needed then in collaboration with ED, PD and senior management assist to co-write funding proposals for the organisation.

4. Evidence Generation, Advocacy and Public Relations:

• Lead in planning and implementing GTJ in research and advocacy initiatives.

• Ensure that FWRM has sufficient resources (research data, information, etc) to achieve organisational objectives on research, and training.

• Produce policy and advocacy sections of relevant reports eg Annual Policy Reports, advocacy annual review.

• Lead the development of policy based on research and reflection.

• Conduct appropriate research, collaboration and advocacy on emerging issues and key opportunities.

• Work with other teams on shared analysis and dissemination of reports.

• Represent the organisation among its stakeholders at meetings and conferences as needed and as delegated by the ED and PD.

• Assist Programme Officers with programme promotion.

• Manage Communication, interface with and cultivate relations with, professional and community partners including girls and women.

5. General/ Others:

• Complete any other tasks as assigned by the PD.

• Participate and contribute to FWRM team tasks including FWRM Management team.

KEY REQUIREMENTS OF THE POSITION

Qualifications:

University Degree in Humanities or Social Sciences.

Experience:

• At least three years experience in a similar field specifically in programme management and implementation.

• In-depth experience in project and programme planning, writing, monitoring, evaluation, budgeting and report writing.

• Experience in analysis of issues, collaboration and advocacy.

• A demonstrated commitment to equal opportunities for women, legislative change and young women’s development.

• Experience in managing a programme team.

• Previous experience within NGOs is desirable but not necessary.

PURPOSE OF THE JOB:

The PO as part of the Intergenerational Women’s Leadership Team he/she will assist in planning of projects for this programme. The PO will be responsible for the strategic implementation and management, M&E and delivery of quality outcomes and outputs of The Fiji Women's Forum and Fiji Young Women's Forum projects. As budget holders the PO will be responsible for the close monitoring and reporting of budgets. The PO will also contribute to the overall organisational MEL framework and ensure project reporting and donor compliance is met in collaboration with the Team Leader – Intergenerational Women’s Leadership Programme. The PO will in turn be working closely with the co conveners of The Fiji Women's Forum and Fiji Young Women's Forum. The Fiji Women's Forum is co convened by Soqosoqo Vakamarama I Taukei, FemLINKpacific and Fiji Women's Rights Movement while the Fiji Young Women's Forum is co convened by the Emerging Leaders Forum Alumni, House of Colours and FemLINKpacific.The Fiji Women’s Forum was formed in 2012 in order to bring together diverse women’s groups, towards the shared aim of increasing women’s participation in leadership. The FYWF provides a strategic platform to motivate young women voters in the national elections to raise awareness and the ongoing work to enhance active citizenship to hold national leaders accountable.

ROLES AND RESPONSIBILITY

1. Project Coordination:

 Contribution to strategic development of Intergen projects (ensure where appropriate components of mobilisation, evidence generation/ research, advocacy, communications, advocacy, campaigns, etc)

 Ensure timely and appropriate coordination and delivery of outputs from project consultants and resource persons.

 Ensure appropriate and timely communication of key messages from the projects through FWRM and project communications channels.

2. Partnership Coordination:

 Timely, appropriate and adequate liaison and communications with project partners.

 Timely support provided to project partners.

 Ensure delivery of quality outputs from partners for projects.

3. Project Implementation:

 Development of concepts for project activities (specific activity concept notes and plans for mobilisation, evidence generation/ research, advocacy, communications, advocacy, campaigns, etc)

 Budget implementation in compliance with project contractual obligations.

 Implementation of all project activities in compliance with project workplans, timelines etc with high quality outputs.

 Represent the organisation in various forums and meetings to present or advocate for key project related advocacy messages.

4. Monitoring, Evaluation and Learning (MEL):

 Regular budget monitoring.

 Design and implement project specific MEL (includes collecting MEL data from all activities).

 Contribute to FWRM organisational MEL framework.

 Ensure timely completion of project reports – both narrative and financial – for FWRM and project donors.

Qualifications:

A degree in social sciences, gender studies, humanities or equivalent is required.

Experience:

At least 3 years of work experience. A high level of understanding and analysis is expected particularly with issues that FWRM works on.

INTRODUCTION

The Fiji Women’s Rights Movement (FWRM) needs a rapid external evaluation of its previous Strategic Plan done as it begins the design of its new 5 year plan.

FWRM has had a programme and organizational Strategic Plan which has guided the work it did over the 5 year period from July 2017 to June 2022. Given the complex and shifting political terrain in which FWRM is currently working; the plan contained a broader strategic direction guiding the organisation to 2022.

FWRM staff and Governance Board members developed the previous Strategic Plan during a retreat in 2016. It built on the achievements of and lessons learned from the FWRM 20012-2016 strategic plan, while looking ahead based on an up-to-date analysis of the current context. The ideas from the 2016 retreat were further elaborated and revised in 2017 with input from the then newly recruited Executive Director.

As FWRM moves to another 5 year cycle, it is imperative that an external evaluation be undertaken of the previous Strategic Plan so that the learnings can be incorporated in the new Plan. This exercise is to evaluate the success and challenges together with the lessons learnt of the programme activities implemented as part of the previous Strategic Plan.

FWRM PROGRAMME OVERVIEW

FWRM is a feminist non-governmental organisation, dedicated to promoting democracy, good governance and human rights. FWRM was established in 1986, and is registered under the Fiji Charitable Trusts Act, Cap 67.

FWRM’s main area of work is to advocate for the elimination of all forms of discrimination against women and enhancing gender equality through legislative change and policy reform and by developing leadership potential of women and young women.

FWRM’s Vision is for the women of Fiji to be free from all forms of discrimination, have equal access to opportunities and to live in a healthy environment where the principles of feminism, democracy, good governance, multi-culturalism and human rights prevail.

FWRM has a deep and sustained commitment to diversity, justice, rule of law, feminism, and human rights for all.

The long-term objectives of FWRM are:

• To publicly address all issues affecting women’s human rights, status and opportunity within Fiji including cultural, domestic, legal, social, health, economic, employment, religious and political situations;

• To advocate improved policy and legislation on issues affecting women’s rights;

• To promote equal access to services by women and equal opportunity though appropriate enabling actions; and

• To ensure the Movement remains a well-managed and sustainable organisation, giving leadership opportunities to women, networking and sharing experiences with others in the Pacific, regionally and internationally.

The Strategic framework

FWRM’s strategic work for the next five years has been premised on a Theory of Change methodology where by the achievement of FWRM’s objectives will be done via change in the following four pillars of work:

• Strengthening democratisation processes - this pillar encompasses all of FWRM’s work on promoting democracy, the rule of law and fundamental human rights and freedoms in Fiji

• Policy, structural and institutional transformation- this pillar looks at FWRM’s national, regional and global advocacy and lobby work and with this FWRM continues its core work of promoting policy and legislative reform towards the realisation of women’s human rights, and transforming structures that discriminate against women.

• Intergenerational leadership development of women- building leadership amongst women, in national, regional and international movements, is important to counteract discrimination and to raise awareness of women’s human rights. FWRM will continue its work in supporting intergenerational women’s leadership to strengthen Fijian and Pacific women’s movements, as well as building women leaders’ capacity to contribute to critical regional and global debates.

• Organisational strengthening.

The activities for the first 3 pillars will be those to evaluate as part of this exercise.

Some of these strategies that have been used by FWRM to reach the objectives included:

• Research/ evidence generation

• Policy and institutional transformation advocacy at all levels

• Issue driven multi-media campaigns

• Monitoring international commitments for greater accountability to human rights

• Robust monitoring, evaluation and learning processes which allow for sharing successes and lessons learnt in the movement

• Capacity enhancement and development

• Working in partnerships and coalitions

CONSULTANCY BACKGROUND

The purpose of this consultancy is to assess the work done by FWRM in the last five years as part of its programmes. To achieve this, the consultant(s) will use elements of programme evaluation to assess:

• the effectiveness and impact of the FWRM programmes; and

• the relevance and coherence of FWRM’s organisational strategies and movement-strengthening work.

Outputs from the evaluation are expected to support FWRM in planning and delivering its next Strategic Plan and continue to contribute to the transformative changes being carried out presently.

CONSULTANCY OBJECTIVES

The consultant(s) are expected to consistently demonstrate feminist ways of working during this consultancy. This includes, but is not limited to:

• Inclusive, effective communication, including cross-cultural communication;

• Meaningful collaboration with FWRM staff and partners in the analysis and interpretation of evaluation findings; and

• Ensuring that the process and outputs of the evaluation are directly and immediately useful to FWRM.

The objectives of the evaluation include:

• Have the FWRM programmes effectively delivered against the programme theory of change? What difference has this made towards women seeking gender equality?

• What lessons have been learned through the programmes about effective advocacy?

• How effective has FWRM been in selecting, planning and delivering its strategies?

• What has been FWRM’s contribution to movement-strengthening work, including cross-movement strengthening? Has this been appropriate?

The consultant(s) are expected to:

• Complete a rapid evidence review focused on key elements of the FWRM programme theory of change

• Prepare a detailed methodology and submit this for review to FWRM. The methodology should include agreed evaluation questions, an evaluation matrix, list of interviewees, and draft data collection tools.

• Carry out the following:

a. A desk review of programme documents to clarify the scope of the FWRM programme, key events, and programme achievements and challenges;

b. Interviews with FWRM staff and members including Governance Board, and external stakeholders who can provide insight into the effectiveness and impact of FWRM’s programmes.

• Summarise preliminary findings to be shared with FWRM through:

a. A concise written summary report; and

b. A one-hour or so oral briefing with FWRM staff and members to discuss findings and key themes.

• Assess if there is a need to have a workshop to have FWRM staff and members in a joint workshop for the analysis and interpretation of evaluation findings. Organise one such workshop if need be.

• Deliver a concise draft report that clearly responds to the evaluation questions in the approved methodology and provides supporting data (e.g. quotes from interviews).

• Submit a final report that incorporates feedback from FWRM and members.

We anticipate that interviews will be conducted in person in Suva and on the phone or online for all else.

The consultant, or team of consultants, should be able to demonstrate the skills and experience listed below:

Essential

• Experience working in the Pacific, preferably engaging with local women’s rights and feminist organisations. Experience from Fiji is preferable;

• Competence in cross-cultural communication;

• Capabilities in programme evaluation, as well as organisational or strategic evaluation;

• Experience in conducting interviews and desk reviews;

• Experience in designing and facilitating participatory workshops; and

• Understanding of feminist evaluation principles.

Desirable

• Understanding of movement-strengthening principles and approaches;

• Experience in gender analysis; and

• Tertiary qualifications in a relevant discipline, such as social science or international development.

EXPRESSION OF INTEREST
